The Probation Service has its orgins in the late 19th Century when Hertfordshire printer and philanthropist Frederic Rainer, a volunteer with the Church of England Temperance Society wrote to the society of his concern about the lack of help for those who came before the courts.
This kick started the process that led to what we know as the Probation Service today. Interestingly, the Probation Service arose from a need to help rather than punish those who came before the courts.
